word order - Does appending a question mark to a declarative sentence result in a valid sentence?

Suppose I have the sentence:

"All apples are green."

Although it is not a true statement, clearly it is a declarative sentence. Can any declarative sentence like this be made into an interrogative sentence (a question) merely by replacing the period with a question mark?

The reason I ask is because the typical word order for such a question would be:

"Are all apples green?"

Notice that the verb has been moved to the beginning of the sentence. This is the way most of us would word the sentence when phrasing it as a question.

As a software engineer, I need to sometimes describe a piece of code as something that lacks performance or was not written with performance in mind. We wish to divide this man's garden into the minimum number of square plots possible. A square has all four sides with the same length.Our garden is a rectangle, so the answer is clearly not 1 square plot.
